Half-year packaging data submission deadline falls on 1 October 2025


Large producers under the UK’s new packaging Extended Producer Responsibility (EPR) regime must submit their packaging data for the first half of 2025 by 1 October 2025.

 The Report Packaging Data (RPD) portal has introduced updated functionality to support producers in meeting these regulatory obligations.

New portal features streamline compliance

The enhanced RPD portal offers a centralised platform for registration, data submission, and compliance management. Producers, including online marketplaces and compliance schemes, are required to register their organisations and submit packaging data through the system.

Guidance on distinguishing small and large producers is available on GOV.UK.

Recent updates include an improved subsidiaries module for managing multiple entities, new joiner and leaver codes to simplify mid-year registration changes, and the ability to submit recyclability assessment data directly via the portal.

Public registers are also accessible for viewing registered producers and compliance schemes, though the civil sanctions register will be published at a later date.

Reporting timelines for small and large producers

Under the new EPR rules, large producers must submit packaging data for 1 January to 30 June 2025 by 1 October 2025.

Small producers do not have the same immediate deadline but are required to submit full-year 2025 packaging data (1 January to 31 December) by 1 April 2026.

Registration for the 2026 compliance year is now open, enabling early preparation for future submissions.

A recycling obligations calculator for 2025 is also available, allowing producers to verify calculations in line with regulator guidance.

Guidance and resources to support submissions

GOV.UK provides detailed guidance and learning resources to help producers navigate the reporting process. These include instructions on data collection, packaging data specifications, example files, and the Recyclability Assessment Methodology (RAM).

An instructional video is also available to guide users through data submission and portal functionality.

Producers are encouraged to familiarise themselves with the RPD portal’s new features and prepare H1 2025 submissions ahead of the 1 October deadline.

These updates reflect a key stage in the implementation of the packaging EPR scheme and support the industry in meeting regulatory obligations efficiently.
