The authority is reviewing how products can be repackaged and when packaging may be reused in retail settings.<\/p>\n<p>The consultation was opened by Ag\u00eancia Nacional de Vigil\u00e2ncia Sanit\u00e1ria (Anvisa), Brazil\u2019s national health surveillance agency. Both topics are linked to product safety, hygiene and traceability.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-scope-of-the-proposals\">Scope of the proposals<\/h2>\n<p>The consultation covers personal care products, cosmetics and fragrances that are already authorised for sale in Brazil. Under the draft, certain products could be divided into smaller portions at retail level, provided defined conditions are met.<\/p>\n<p>A second proposal sets out which categories of cosmetics and perfumes may qualify for repackaging or packaging reuse. The regulator aims to clarify which products would be eligible and under what circumstances.<\/p>\n<p>The review forms part of a wider update of Brazil\u2019s cosmetics regulation framework. Anvisa says the goal is to provide clearer rules for businesses while maintaining consumer protection.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-safety-and-compliance-rules\">Safety and compliance rules<\/h2>\n<p>The draft rules outline operational and hygiene requirements for companies that repackage cosmetics or allow packaging reuse. These include:<\/p>\n<ul class=\"wp-block-list\">\n<li>Defined responsibilities for the product registration holder<\/li>\n<li>Controls for retail premises and equipment<\/li>\n<li>Cleaning and maintenance procedures<\/li>\n<li>Staff training requirements<\/li>\n<li>Record keeping to ensure traceability<\/li>\n<\/ul>\n<p>The proposals also address complaint handling, defective products and recalls. These elements are linked to Brazil\u2019s cosmetovigilance system, which monitors adverse reactions and quality issues related to cosmetics.<\/p>\n<p>Anvisa states that packaging reuse would only be permitted under specific technical conditions designed to maintain product safety and quality.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-impact-on-refill-and-reuse-models\">Impact on refill and reuse models<\/h2>\n<p>The consultation comes as refillable packaging and reuse models gain attention in the global beauty sector. Brands and retailers are exploring ways to reduce packaging waste, but regulators continue to focus on hygiene, contamination risks and clear labelling.<\/p>\n<p>If adopted, the new rules could affect manufacturers, importers and retailers operating in Brazil\u2019s cosmetics market. Businesses may need to review in-store refill practices, documentation systems and compliance procedures.<\/p>\n<p>Anvisa has invited companies, trade bodies, health professionals and consumers to submit feedback before the deadline.
