When a terrorist plot to detonate liquid bombs aboard a plane was foiled in 2006, the US Transportation Security Administration (TSA) implemented rules around the quantity of liquids allowed in luggage as well as how they are packaged.

Brands and companies selling items commonly packed for a trip, like personal care and bath items, adjusted to new travel restrictions and made “TSA Compliant” packaging.
