The UK’s On-Pack Recycling Label (OPRL) is set to adopt its recyclability assessment tool to fully align with the Department for Environment, Food & Rural Affairs (Defra) recyclability assessment methodology (RAM) for extended producer responsibility (EPR).
The new tool developed by OPRL is designed to assist brands in making informed packaging design decisions and potentially reduce financial obligations under the packaging EPR.
According to the Packaging Europe report, this move is in response to research indicating that the majority of consumers rely on packaging for recycling instructions, underscoring the importance of consistent messaging.
Although the implementation of mandatory labelling has been postponed, OPRL highlights that numerous brands continue to voluntarily label their packaging products.
The tool evaluates various data points, including the size and weight of components, the type of packaging, materials used, and any laminations or coatings.
OPRL interim managing director Jude Allan was quoted by Packaging Europe as saying: “The arrival of eco-modulation in 2026 will introduce a financial incentive to reduce packaging or to opt for easily recyclable materials.

Last October, OPRL addressed Defra’s update regarding mandatory labelling. OPRL reacted to the announcement that mandatory labelling would not be part of the initial phases of EPR for packaging.
At that time, Allan mentioned that although the mandate for recycling labels on primary and shipping packaging would be postponed for now, she was pleased that Defra emphasised the importance of brands continuing to use labels to assist consumers with recycling in the meantime.
In September 2023, OPRL appointed Stewart Davies as its new chair.
